That's just your browser caching images. When you do a regular reload in most browsers, it just reloads the HTML page itself and not other resources used by the page (images, stylesheets, etc.). Doing a Shift+Reload tells the browser to reload all of the resources, including images.
You can always change the cache settings on your browser but then that would cause it to download things that haven't actually changed.
